No title should ever be kept in all caps (see e.g. the citation of the article in the bib here: http://www.ncbi.nlm.nih.gov/pmc/articles/PMC1177793/ ) Even the styles - mostly or exclusively non-English- that require titles to be kept "as is" don't extend that to all caps. 2. Usually, there is no point in giving a translation of the title as it does not contain any relevant information for the reader.
